Chicago, IL – As Bruce Rauner stumbles into his reelection campaign, the failed governor is under fire after a new audit exposed widespread fiscal mismanagement in his own office.

The audit of the governor’s office revealed the administration had been overstating assets by $7 million while also having other agencies pay staff salaries to disguise the true cost of the governor’s office. Rauner reacted to news of the systemic mismanagement with a dismissive, “everyone in the government is human” as he proceeded to praise the team responsible.

“Bruce Rauner decimated the state economy, manufactured a 736-day budget crisis, and now it’s revealed Rauner can’t even manage the finances of his own office,” said Pritzker campaign spokeswoman Jordan Abudayyeh. “The staggering extent of this failed governor’s mismanagement is only exceeded by his proclivity for lying about it to anyone who is still listening.”

“Donald Trump is launching a direct attack on immigrant communities in Illinois with the full support of his local partner Bruce Rauner,” said JB Pritzker. “By using the U.S. Census as a political weapon, this bigoted president wants to keep immigrant families in the shadows. Chicago, IL – JB Pritzker won 98 of Illinois’ 102 counties, and community newspapers from across Illinois are reporting on the Election Day victory:

Northwest Herald: More McHenry County Democrats voted early than Republicans

Unofficial election results show that 47,515 McHenry County residents voted in the governor primaries – 25,450 of them voted Republican, and 22,065 voted Democrat.

Billionaire J.B. Pritzker earned 38 percent of the McHenry County vote against his five Democratic opponents, and he now will face Gov. Bruce Rauner in November.

McHenry County Chairman Jack Franks, the first popularly elected Democratic chairman in the board’s history, said Rauner had a lot to do with the county’s shifting numbers.

“It shows a lack of enthusiasm on the Republican side because of the failed leadership of Bruce Rauner, and enthusiasm on the Democratic side because they see an opportunity to take over the governorship,” Franks said.

Riverside-Brookfield Landmark: Pritzker carries Brookfield, North Riverside in guv race

Pritzker carried Brookfield and North Riverside.

In Brookfield, Pritzker received 35 percent of the vote to 33 percent for Biss and 29 percent for Kennedy. Pritzker carried North Riverside by a bigger margin, but still less than his statewide margin. Pritzker received 40 percent of the vote in North Riverside, compared to Kennedy’s 30 percent and Biss’ 27 percent.

Statewide, Pritzker seemed to do best in less affluent areas, piling up huge margins in predominately African-American wards in Chicago.

Logan County Democrats were more divided in their selection of a gubernatorial candidate with 474 voters (48 percent) selecting J.B. Pritzker. Chris Kennedy, the nephew of former President John F. Kennedy, received 203 (or 20.88 percent of) votes, while Daniel Biss took 24.69 percent with 240 votes.

Tonica News: Vote totals announced from March 20 primary

J.B. Pritzker, Democratic candidate for governor, carried LaSalle County with 49.46 percent of the votes. Chris Kennedy received 25.76 percent; Daniel Biss won 21.76 percent; Bob Daiber had 1.4 percent; Tio Hardiman received 0.5 percent; and Robert Marshall had 1.13 percent.

Chicago, IL – After two state audits revealed Bruce Rauner mismanaged over a hundred million dollars in Medicaid payments, the State Journal-Register slammed the failed governor in an editorial:

 

State Journal-Register: Our View: Illinois Can’t Afford These Mistakes

Illinois remains a state with unrivaled financial woes. Its governmental agencies can’t just leave millions sitting on the table.

Yet two state audits — of the Department of Human Services and the Department of Healthcare and Family Services — found that Gov. Bruce Rauner’s administration didn’t recoup $76 million in overpayments to private Medicaid-program insurers dating back five years, as well as paid $71 million for Medicaid services without checking whether the clients were still eligible.

Given that the payments involve Medicaid managed care organizations, it’s critical this doesn’t happen again. MCOs, private insurance-run system for low-income and disabled residents, now handle 80 percent of the state’s 3.4 million Medicaid cases. Sloppiness cannot be tolerated when so many people are dependent on MCO-provided services. […]

We are not a state that can play fast and loose with money when Illinois remains in such a perilous fiscal condition. The state must move to recover the overpayments and figure out how to prevent it from happening again.

 

“While Bruce Rauner mismanages $76 million here and $71 million there, Illinoisans are still reeling from a manufactured budget crisis that cut off vital services across the state,” said Pritzker campaign spokeswoman Jordan Abudayyeh. “Illinois can’t afford a failed governor who wrecks state finances and destroys our safety net.”

Chicago, IL – Yesterday, it was revealed that Bruce Rauner put politics before people yet again when his administration dispatched a key Department of Public Health aide for campaign work during the Quincy Veterans’ Home Legionnaires’ crisis.

The revelation comes as Bruce Rauner has been under fire for his fatal mismanagement of the ongoing crisis, which began in 2015 and has claimed 13 lives. Throughout the crisis, Rauner’s administration has continuously focused on the politics of the issue before the people affected, with emails detailing his administration strategizing on public relations while failing to create a real plan to address the problem.

In the span of one day, Republican Gov. Bruce Rauner’s fortunes went from bad to worse. He was already widely considered to be the most vulnerable incumbent governor in the country. Then came Tuesday’s Illinois primary, where he spent $17 million on TV ads but barely squeaked out a victory against a nearly unknown state legislator.

There are about 230 days until the November general election.

Gov. Bruce Rauner is going to need every last one of them if he has any hopes of winning re-election.

Rauner’s going to need her supporters in November if the predictions come true of a huge Democratic turnout. He may need to make a more public display of soliciting their support than he has so far.

About the only positive thing Ives has said so far about Rauner since election night is that she would vote for him in November because he is a Republican. She said she would not endorse him or campaign for him.

And then there was the post-election interview she did with WBEZ where she was asked if Rauner or Democratic challenger J.B. Pritzker would make a better governor. Forty seconds of silence followed before Ives uttered Rauner’s name.

Chicago Magazine: Downstate Saved Bruce Rauner Last Night (and Put Pritzker Way Over the Top)

Last night, incumbent governor Bruce Rauner just barely edged out Jeanne Ives, a state representative from the DuPage county seat of Wheaton, by 2.98 percentage points, or a mere 20,122 votes, after polling well ahead of her and raising much more money—$215 per vote, according to the Illinois Campaign for Political reform, compared to Ives’s $12 per vote.

It doesn’t seem like great news for Rauner, bleeding support in what was his breakthrough area, and losing much of it to a candidate who started her campaign late, and even with the support of the Uihleins, was vastly outspent by Rauner.

If Southern Illinois was any indicator, Jeanne Ives would have beaten Gov. Bruce Rauner in Tuesday’s primary and local Republicans are not sure what this means for the general election in November.

The Associated Press called the race at 10:29 pm local time with Rauner up 3 points.

But while Rauner has won this fight, his battle for the general election is looking a lot more fraught.

The Republican governor has taken on House Speaker Michael Madigan and many of the state’s debilitating policies. But he has done so without much success. For two years, he and the General Assembly had not been able to agree on a budget, forcing the state to operate without one. Illinois has a $8.3 billion backlog of unpaid bills, the highest pension debt in the country and the lowest bond rating. A survey of CEOs ranked its business climate the third-worst of all the states.

Rauner will no doubt try to make the campaign about Madigan, as he did in the primary. But he’s given his constituents no reason to think he’ll fare any better against the real power in Springfield in the next four years. And he can’t even count on Republican voters to turn out for him, given that nearly half of them voted for his conservative primary challenger, state Rep. Jeanne Ives.

Gov. Bruce Rauner eked out a victory in the primary on Tuesday against conservative state Rep. Jeanne Ives to win the Republican nomination.

The results from that night show a knockout punch for Pritzker buoyed by the strength of his support downstate while Rauner struggled in many pockets south of Springfield and in the collar counties.

“I have seen with my own eyes how (Pritzker) values downstate voters,” said state Sen. Andy Manar, D-Bunker Hill. “And I’m a tough critic of (candidates’ commitment to downstate), and of the Democratic Party. We have one state and a voter in downstate Illinois should be just as important in the minds and the strategies of statewide candidates as a voter in Chicago.”

Capitol Fax: Pritzker and the black vote:

 By my count, Pritzker won every African-American ward in Chicago by an average of 60.3 percent. He got 66 percent in three wards, 65 percent in one and 64 in two. His only plurality was in the 5th, where he scored 49 percent to Biss’ 26. He did just as well in African-American suburban townships and received 76 percent in East St. Louis.

Also, I gotta say that his running mate Juliana Stratton gave one of the most intense speeches I have seen in a while Tuesday night. She is a major asset to that ticket and not just with the black community. Click here to watch it. Very, very impressive.

AP: Democrats Giddy About Odds of Retaking Illinois’ Top Job:

Billionaire J.B. Pritzker received almost 575,000 votes on Tuesday, consolidating support from Democratic voters who turned out in midterm numbers not seen in more than a decade to defeat his closest rival by 20 points. Pritzker’s vote total was about 200,000 more than Republican Gov. Bruce Rauner received against a conservative state lawmaker who had huge disadvantages in fundraising and name recognition but still finished within 3 points of him.

Pritzker said the results are an indication of how motivated Democrats are across the U.S. since President Donald Trump was elected, and how unhappy people in Illinois are with Rauner’s leadership.

“I’ve been involved in politics a long time and I’ve never seen Democrats as enthusiastic as they are right now,” Pritzker said. “I think it means in the fall we stand a real good chance of beating Bruce Rauner.”

Backing by Democratic strongholds and unions helped to spread his message. Pritzker thanked U.S. Senators Dick Durbin and Tammy Duckworth, as well as Illinois Secretary of State Jesse White and Illinois Comptroller Susana Mendoza in his speech to supporters.

The Pritzker campaign said there was strong enthusiasm amongst the Democratic base particularly with African-American voters, downstate Democrats and women. And they cited a record Democratic turnout — more than 200 percent higher than in 2014 and 30 percent higher than in the last competitive race in 2010.

“Bottom line: the Democratic base came out,” the campaign said.

Crain’s: Pritzker soars, Rauner survives, setting up November battle:

Pritzker captured the Democratic nomination by a surprising margin, getting roughly 46 percent of the vote to 26 percent and 24 percent, respectively, for state Sen. Daniel Biss of Evanston and North Shore businessman and social activist Chris Kennedy.

That margin may ease Pritzker’s task in uniting his party…

“I’m J.B. Pritzker, and I’m going to beat Bruce Rauner,” he declared to cheering supporters. “Get some sleep, but not too much, because the general election begins right now.”

Pritzker suggested he would take a populist stance seemingly at odds with his personal wealth, calling for a $15 minimum wage, expanded health insurance, guaranteed union rights and a progressive income tax.

It was a high-turnout but relatively low-conflict affair, with Pritzker showing strength up and down the state — he won 98 of 102 counties, a testament to his robust statewide campaign infrastructure.

On Wednesday, Pritzker told POLITICO that both of his top opponents, state Sen. Daniel Biss and Chris Kennedy, Robert F. Kennedy’s son, have already told him they’d back him in the general election.

“It’s clear that the Republican Party is completely divided and Democrats with a reasonably common message were able to bring out voters,” Pritzker said.

Pritzker held his first general election news conference Wednesday with banners that read “Rauner Failed” — and he had five people with him on stage to represent those who he said the governor had “failed” since taking office in 2015.

The African-American community really came out strong for J.B. Pritzker. He was winning in some wards on the South and West sides of Chicago with two-thirds of the vote over Chris Kennedy and Daniel Biss. That’s a huge number for Pritzker, and he’s got to be encouraged by that.

Pritzker did well in Chicago and the suburbs. With nearly 90 percent of the city’s precincts counted, Pritzker had 45 percent of the vote to Biss’ 27 percent and Kennedy’s 24 percent. But Pritzker also was holding at least 40 percent of the vote in the suburbs and racking up 60 percent of the vote or more in several smaller Downstate counties.

  • AP: In her concession speech Ives didn’t pledge to support Rauner in the general election or call for other Republicans to do so. As of midday Wednesday they had not spoken.
  • Politico: Rauner’s first order of business is stitching the broken party back together. But the day after the primary, Rauner and Ives were still squabbling over who should have called whom the night before. Ives remained peeved the governor took the stage to claim victory before the two had spoken.

During his time in state government, Dan Biss accepted contributions from Madigan, voted for him to be Speaker, and even ran his Super PAC. While exploring runs for office, Kennedy has consistently courted Madigan’s support, asking for his help and trying to get Mike Madigan’s blessing before running for governor.

  • Dan Biss is the only candidate on stage who voted for Mike Madigan to be Speaker of the Illinois House of Representatives, while accepting nearly $250,000 from the Democratic Party chaired by Madigan, and over $14,000 from Madigan’s account

Even as Kennedy began his crusade against the property tax system in May, he was quietly pursuing more property tax appeals on his home.

  • While Chris Kennedy was President of the Merchandise Mart, the Assessor and Board of Review assessed the building at $436,068,830, less than half of its appraised value.
  • Chris Kennedy’s property tax firm, run by former Cook County Assessor Tom Tully, has donated at least $60,000 to members of the Cook County Board of Review.
  • That very same tax firm helped Kennedy and his business partners get $1.5 million in property tax breaks at his luxury Wolf Point development in 2012 and 2013, along with an almost 63% rate slash in 2016.
  • As Kennedy began talking about the rigged property tax system, he was actively pursuing a 20% reduction on his own home. He then quietly withdrew the appeal as the issue became central to his campaign.

Just in the last few weeks, Biss has taken $350,000 from people doing business before state government who also gave money to Bruce Rauner. Biss’ campaign justified the donations as being ok because it’s business as usual in Springfield. Biss has also taken hundreds of thousands more from special interests and bankers and lobbyists and over a half million dollars from Springfield insiders.

  • Biss’ campaign defended the contributions by saying, “it makes sense that they would give money to the Governor who controls the outcome of their industry in Illinois.”
  • Biss has also taken over $500,000 from Madigan, the Madigan-controlled state party, and the campaign accounts of other lawmakers; $28,000 from the pharmaceutical industry; $15,000 from lobbying firms; and allowed lobbyists to spend nearly $10,000 for food, drink, and entertainment for him.

While forcing students and working families to pay more, Kennedy’s Board of Trustees passed out millions of dollars in contracts to administrators and football and basketball coaches. The tuition hike and massive salary for the university president were met with angry protestors flooding the campus.

  • From 2010-2014 Kennedy presided over five tuition hikes at U of I, raising tuition by nearly 30% in total.
  • While hiking tuition on working families and students, Kennedy approved a $1.6 million contract for head football coach Tim Beckman and $1.4 million more for head basketball coach John Groce.

Kennedy also structured the initial sale of the Mart to Vornado to avoid paying capital gains taxes.

  • Strip Collective Bargaining Rights — SB 1556: In 2011, Biss voted for what AFSCME called a “union-busting bill” that “effectively strips thousands of public employees of collective bargaining rights,” according to the Illinois AFL-CIO.
  • Cut Medicaid — SB 2840: In 2012, Biss voted to cut Medicaid by $1.6 billion, slashing coverage for 25,000 working parents and eliminating a program helping 200,000 seniors pay for their prescriptions.
  • Garnish Wages — SB 3800: Biss voted to let state government go after people’s wages if they fell behind on their student loans in 2012.
  • Limit Teacher Strikes — SB 7: Biss voted to limited teachers’ ability to strike and the topics about which they could strike in 2011.
  • Stall Universal Healthcare — HB 311: In 2011, Biss failed to co-sponsor a universal healthcare bill, and in the years since has not introduced single-payer legislation.
  • Increase Charter School Funding — HB 4277: Biss voted to increase funding for charter schools at the expense of neighborhood public schools in 2012. The Illinois Federation of Teachers, Illinois Education Association, Chicago Teachers Union, and Citizen Action/Illinois all opposed the bill.
  • Undermine Firefighters’ Workplace Safety — HB 5485: In 2014, Biss voted against a bill that clarified staffing levels for firefighters as a part of collective bargaining, a bill supported by the Illinois AFL-CIO and the Associated Fire Fighters of Illinois.
  • Restrict Wage Increases — HJR 45: Biss voted for a joint resolution that would not appropriate funds for wage increases for collectively bargained state government contracts in 2012, a resolution the Illinois AFL-CIO opposed.

Chris Kennedy and Dan Biss both support taxing retirement income, one of the few areas Illinois doesn’t tax right now. Both could tax 401Ks, pensions, and even social security. On the other hand, JB Pritzker is against taxing retirement income – and so are 74 percent of Illinoisans.

REALITY CHECK: JB Pritzker Released Three Years of Tax Returns Showing He Paid Millions in Taxes

Last year, JB Pritzker released three years of his tax returns, revealing that he paid millions in federal and state taxes from 2014 to 2016. JB also released information showing his trusts paid tens of millions in state taxes and over a hundred million in federal taxes from 2014 to 2016.

 

REALITY CHECK:

  • JB Pritzker released three years of tax returns in late 2017.
  • In state and federal taxes, JB paid $1,171,224 in 2014, $3,543,722 in 2015, and $4,597,148 in 2016, representing federal tax rates of 37.3% in 2014, 24.3% in 2015, and 27.7% in 2016.
  • JB’s trusts also paid $24.95 million in Illinois taxes and $128.97 million in federal taxes from 2014 to 2016.
  • Chris Kennedy only released one year of tax returns, showing he paid a federal tax rate of 14%.
